Dear Sir,


My Committee will be greateful if your council will make us a grant towards the maintenance of the Home. The enclosed circular to Kennel Club Exhibition will explaine our present position and the copy of our last Balance Sheet sent herewith will afford you further information.


I should like to point out that we are carrying on a necessary public work, not in the interests of any section of the public, but in the interests of all, and as will be seen from the report of Professor Osborne, also sent herewith, such work is carried out in the most humane manner. Our facilities for restoring dogs to the owners, for selling healthy dogs and mercifully dispensing of all others are much greater than can possibly exist anywhere else in Victoria. It is not too much to say that the number of stray dogs in the streets has greatly decreased since we commenced operations and that some councils are now relieved of great expense in the administration of the Dog Act.


I gather that some difficulty may be fet as to whether we are a "charity". For the information of the legal memebers of your council, I beg to refer to the decision of Kay J. in re Douglas, [Obest?] V Barrow, 35 Ch. D 472 (subsequently approved on Appeal) in which a bequest to the Lost Dogs Home Battersea was under Consideration.
