Sir, I have the honor to inform you that having been invited to a dinner given by the Americans to their Consul Mr Tarlton, I attended I must state that Mr. Tarltons address to his countrymen impressing on them to obey the laws & instructions of this country was most praiseworthy and was received with great applause, at the same time I cannot help thinking that the Americans are playing a deep game, without appearing
